Add granularity to Role authority

- Table of Authorities adds granularity to Role Authority limit
- Can have many more types of limits .. This is just my test
- Role has certain Authorities
- Each Authority has a limit
- And each Charge is controlled by being linked to an Authority Type (see red below)
- Some work still happening on this
- The Blue circle shows what happens if you tick "Is Landed Cost" = Y
